They understand this as a sociological way of saying that ‘states or state agencies engage in deviant behaviour as well as practices that violate legal norms’ (2004: 2). WebGreen and Ward (2004) identified six types of state organizational deviance relevant to understanding natural disasters as state crimes: systemic corruption; state collusion with corporate crime; government collusion in the illegal activities of its own elites; war crimes; negligence; and post-disaster cover-ups.
